MEDICAL INSTRUMENT TECHNICIAN (Ultrasound)

INTRODUCTION:

This position serves as the Ultrasound Technologist and Radiologic Technologist in the Imaging Department at the Winslow Indian Health Care Center. The Sonographer performs a wide range of highly technical procedures that require independent judgment, and initiative in the application of ultrasound examinations requested by the attending physician. The exams must be of diagnostic quality.

MAJOR DUTIES AND RESPONSIBILITIES:

A. Direct Patient Care Duties:
  • Independently performs ultrasound and radiological procedures. Reviews patient scheduling procedures with the scheduling clerk and handles any changes to preparation sheets.
  • Keeps patients on a time schedule.
  • Explains procedure to patient while maintaining privacy.
  • Must be capable of recognizing and interpreting a diagnostic scan.
  • Good understanding of standard scanning techniques and inventing special views.
  • Performs and documents Quality Assurance activities.
  • Must be able to recognize Norman and abnormal anatomy.
  • Is familiar with the technical operation of using equipment.
  • Meets standards of care for all patients from infancy though geriatric ages.
  • Independently operates the radiography unit.

B. Machines and Supply Maintenance Duties:

  • Is responsible for the proper maintenance and performance of the ultrasound equipment.
  • Maintains the processor equipment and darkroom at required level of operation.

C. Other Related Duties:

  • Performs clerical functions required of the service.
  • Maintains a neat, clean, and orderly ultrasound room, radiology room, darkroom, reading room, and patient areas.
  • Evaluates new products and equipment for possible future purchases.
  • Researches, develops and formulas new techniques and procedures for use in the Ultrasound and Imaging department.
  • Assists the radiology technologist when time and workload permits.
  • Covers the Imaging Department when the radiology technologist is absent.
  • Performs related duties as assigned.

QUALIFICATIONS, KNOWLEDGE AND ABILITIES REQUIRED BY THE POSITION:

  • Graduate of an accredited school of radiologic technology. Must be ARRT and ARDS certified.
  • Must possess state certification in Diagnostic Radiology and Ultrasonography. Must maintain basic CPR certification.
  • At lease one year of experience which provides a working knowledge of procedures, equipment and accessories utilized for Medical Imaging, films, processors, radiation protection standards and quality control and Information Systems equipment and processes.
  • Demonstrate excellent interpersonal skills and the ability to interact effectively with individuals of all backgrounds, experience and educational levels.
  • Works on a regularly assigned or rotational basis to provide continuity of services during evenings, weekends, holidays and takes emergency calls on a callback basis for medical imaging on a 16-hour seven-day basis.
  • Knowledge of physiology and cross sectional human anatomy in all body planes.
  • Knowledge of obstetrics and gynecology.
  • Knowledge of the abdominal viscera.
  • The sonographer must maintain continuing education to enhance growth.

DENTIST

INTRODUCTION:

The Dentist provides diagnostic treatment of commonly encountered dental disease or dental health problems requiring standards corrective, restorative, or preventive measures. The Dentist works under the immediate supervision of the Chief Dental Officer.

MAJOR DUTIES AND RESPONSIBILITIES:

Provides a full range of professional dental duties involved in the treatment of commonly encountered dental disease or dental health problems requiring standard corrective, restorative or preventive measures, as well as dental disease and dental health problems of greater than usual difficulty. Performs oral and radiographic examinations, diagnoses pathological or irregular conditions, provides restorations of simple and compound cavities. Administers local anesthetics, performs single and uncomplicated multiple extractions of teeth. Provides prosthetic dentistry by determining type of restoration required, takes mouth impressions and bite registrations for crowns, jacket, dentures, bridges, inserting temporary set ups in patients mouth, and fits and inserts finished appliances. Performs uncomplicated pulp canal therapy and periodontal therapy including the removal calculus and gingival curettage. Treats mouth and gum infections and recognizes symptoms of an assortment of systemic diseases and refers for medical diagnosis. Provides preventive services including topical fluoride, fluoride rinse programs in the schools and school sealant programs.

Provides technical guidance and direction to dental assistants on a one-to-one basis. Provides technical and clinical guidance to less senior Dentists. Ensures equipment is running properly and arranges for needed repairs.

QUALIFICATIONS, KNOWLEDGE AND ABILITIES REQUIRED BY THE POSITION:

  • Degree in dental surgery (D.D.S.) or dental medicine (D.M.D.) from a school approved by the Council on Dental Education, American Dental Association (ADA), or other dental school, provided the education and knowledge acquired was substantially equivalent to that of graduates form an ADA-approved school. Applicants must be currently licensed to practice dentistry in a State, the District of Columbia, or Puerto Rico.

FAMILY PRACTICE PHYSICIAN WITH OBSTETRICS

INTRODUCTION:

The Family Practice Physician provides comprehensive medical care services to patients of the Winslow Indian Health Care Center. The Family Physician works under the immediate supervision of the Chief Medical Officer.

MAJOR DUTIES AND RESPONSIBILITIES:

Interviews and examines patients, reviews past medical history, and requests and/or performs diagnostic test and examinations necessary to obtain all possible information for each case. Diagnoses and treats patients of all ages with a wide range of medical problems ranging from routine preventive care to the more complex and difficult to identify and treat, including emergency care. Maintains privileges to provide inpatient care for WIHCC patients referred to Winslow Memorial Hospital. Provides obstetric care to WIHCC patients, including prenatal care, infant delivery and postpartum care. Refers patients for admission to acute medical inpatient settings when care cannot be adequately provided in-house or at Winslow Memorial Hospital. Coordinates and integrates information on all such referrals and assures provision of timely follow-up care as required.

Makes appropriate entries of all care provided in patient medical records in accordance with Winslow Indian Health Care Center policies and procedures, as well as regulatory requirements, requirements of accreditation bodies and third party payers.

QUALIFICATIONS, KNOWLEDGE AND ABILITIES REQUIRED BY THE POSITION:

  • This position requires a degree in medicine, completion of three years of family practice residency at an accredited institution, board certification or eligibility, and licensure as a obstetrical care in the State of Arizona.
  • This position requires current knowledge and experience in obstetrical care, including providing prenatal care to high-risk patients, performing deliveries and providing impatient obstetrical care and follow-up.
  • This position requires a knowledge of, and sensitivity to, cultural and language differences. Must have excellent interpersonal skills in handling interaction with hospital staff, other agencies, groups, and patients and families.

CLINICAL NURSE
(Intermediate to Advanced Level)

INTRODUCTION:

This position is located in the Division of Nursing of the Winslow Indian Health Care Center, Winslow, Arizona, which provides Ambulatory and Urgent Care Room Services. Specialty Clinics include Adult Cardiac, Prenatal Diabetes, Surgery, Chest, GYN, Colpo, Cardiac, Women's Health, Rheumatology, Employee Health, Urgent Care Room and field clinic in Dilkon and Leupp, Arizona.

Specifically this position is located in the Outpatient Department. The purpose of this position is to provide comprehensive nursing care services in a multidisciplinary program environment for ambulatory patients.

MAJOR DUTIES AND RESPONSIBILITIES:

As a member of the health care team the nurse provides and performs comprehensive professional nursing care duties of the care of patients with a wide variety of injuries and illnesses in various outpatient departments. Interview patients and family members during screening and consults with health care team members to determine kind of care needed. Maintains health records by documenting observation, nursing interventions and therapeutic measurers administered. Prepares patients for tests, exams and treatment. Administers prescribed oral medications, hypodermic injections and intravenous medication. Triages and provides urgent/emergency treatment, according to the status of patients and level of care needed within scope of learning. Sets up and operates specialized equipment, such as cardiac monitors, defibrillators, EKG machines, resuscitators and suction machines. Reviews health maintenance data and actively participates in the implementation of Winslow Indian Health Care Center maintenance objectives. Provides counseling and teaching to patients and families on preventive, curative and rehabilitative measurers involved in health care. Documents all patient education activities and response of patients/families. Maintains professional knowledge and skill in nursing by attending continuing education, staff meetings, workshops and serving on IOP/HP Teams/Committees. Arranges transports for patients via ground or to referral facilities as requested. Performs other duties as assigned.

QUALIFICATIONS, KNOWLEDGE AND ABILITIES REQUIRED BY THE POSITION:

  • Applicants must possess and Arizona State Registered Nurse Licensure.
  • Knowledge of professional nursing principles, practices and procedures required to provide nursing care to patients with a wide variety of conditions, which also involves consideration of the physical, spiritual and psycho/socio-cultural aspects. Skill to provide comprehensive nursing care.
  • Knowledge of pharmaceuticals, their desire effects, side effects and complications.
  • Knowledge and skill in operating specialized medical equipment, such as cardiac monitors, EKGs defibrillators, suctions, monitoring devices and fluid monitoring system, etc.
  • Knowledge of health records aspects of patient care and ability to accurately and completely document related clinical data relating to the patient.
  • Ability to recognize adverse signs and symptoms, which are not always apparent and to act promptly in emergency situations including the implementation of lifesaving techniques.
  • Ability to provide guidance and leadership to other nursing personnel.
  • Ability to assume charges duties as assigned and triage patients during emergencies and extremely busy times.
  • Knowledge of a variety of nursing specialization including specialty clinic related to prenatal, post partum, pediatrics, internal medicine, diabetes, etc.
  • Ability to develop or participate in developing patient care plans and standards of practice and to meet the needs of outpatients.
  • Ability to provide individual and family counseling, guidance and health instruction to help patient to understand how to prevent disease and maintain good health.
  • In addition, Clinical Nurse works under the supervision of the Assistant Nurse Executive/Nurse Executive and receives medical direction from the medical staff.
  • A basic knowledge of professional nursing concept, principles and practices comparable to that acquired in a two year program in nursing or four year Baccalaureate nursing program that is required to plan and provide care to patients.
  • An individual is required to have minimum of two-year clinical skills and knowledge of a clinical and/or hospital setting.
  • The position requires an individual to be able to work independently in a clinical setting and some decision-making in a emergent/urgent situation.
  • BLS/CPR certification is required ACLS and PALS certification are strongly recommended.

PUBLIC HEALTH NURSE

INTRODUCTION:

The Public Health Nurse will assist in assessing, planning, implementation, and evaluation of a comprehensive community health-nursing program in assigned area. Under the direction of DPHN and team leader, the PHN will assist in program planning to meet the health care needs of individuals, families and communities.

MAJOR DUTIES AND RESPONSIBILITIES:

Assist in assigned area with planning, implementing, evaluating, and coordinating plan of care for individuals, families, groups, schools, and other community settings.

Assists in planning and participating in the delivery of health care services by collaboration with appropriate health care resources, i.e. Various Medical Providers (WIHCC staff and outside providers), Diabetes Program, Peri-natal program, WIHCC Case Management, tribal programs, Community Health Representatives, TB Technician, STD technician, or Home Health Care Agencies.

Assists in implementation of plan of care to meet the health care needs of clients in the communities on the following:

  • Communicable Disease Control: Conducts and coordinates epidemiological surveys and investigation with appropriate personnel, surveillance of index case and contracts.
  • Women's Health: Provides/coordinates home care to clients for prenatal, postpartum care, and other gynecological and obstetrical conditions. Prioritizes care to clients with high-risk conditions.
  • Child Health: Provides home care including physical and health assessments to newborns, infants, and children. Identifies and prioritizes care to clients with high-risk conditions. A key component in this segment includes children's immunizations especially from birth through age 27 months, and including all other children's immunizations as established in PHN policy.
  • School Health: Participates in a comprehensive school health program to assigned schools, Tribal Head Start Programs, and Parochial schools.
  • Adult/Geriatric Health: Provides a comprehensive plan of care for adults and elderly clients based on community health needs and resources. Prioritizes care to client with high-risk conditions.
  • Community Injury Control: Participates in planning community injury prevention and safety program.

Assists DPHN, team leader with program planning and implementation, i.e. develop and update policies and procedures, standing orders, program goals and objectives, community health assessment, competency criteria, peer review, and other program manuals/documents.
Participates in continuing education, staff meetings, workshop, IOP team committees, and provide in-service education, training and guidance to ancillary staff. Will participate in case conferences with staff public health nurses and other health care providers.

Maintains documentation of client contacts (PCCs), daily activities, and quality assurance. Participates in evaluation of PHN program activities and quality patient-care outcomes.

Other duties as assigned.

QUALIFICATIONS, KNOWLEDGE AND ABILITIES REQUIRED BY THE POSITION:

  • A graduate from a baccalaureate program in Nursing with a BSN. Must be licensed as an RN in the state of Arizona, a state, the District of Columbia, or Puerto Rico. A minimum of one year of professional nursing experience, with at least one year in medical/surgical experience.
  • Excellent oral and written communication skills.
  • Knowledge and ability to apply principles, concepts and theories of Public Health Nursing to provide services in homes, schools, and community settings.
  • Knowledge of and/or sensitivity to cultural and language differences. Will have frequent contacts with Navajo (only)-speaking clients. Must be resourceful in resolving communication barriers.
  • Possess a valid driver's license. Will be required to travel… to homes, communities, schools, etc. including during inclement weather. Evening hours or after-hour schedules may be required in management of communicable disease outbreak or other medical emergencies, and other duties as assigned.

STAFF PHARMACIST

INTRODUCTION:

The Staff Pharmacist is responsible for supporting the maintenance of high quality, professional, and cost effective pharmacy services for WIHCC. This individual performs pharmacy services so as to provide the right medication to the right patient at the right time according to acceptable policies and procedures and standards of practice. The Staff Pharmacist assumes the role of the Chief Pharmacist in the absence of both the Chief and Assistant Chief Pharmacist. Works under the immediate supervision of the Chief Pharmacist.

MAJOR DUTIES AND RESPONSIBILITIES:

The Staff Pharmacist supports pharmacy administration in developing goals to achieve a high and consistent level of service; planning, developing and implementing pharmacy policies and procedures; training, developing and supervising ancillary pharmacy staff. Supports compliance with state and Federal laws and regulations.

In addition to the above, the Staff Pharmacist duties include filling prescriptions and OTC medication, counseling each patient, review each patient chart to determine the appropriateness of drug therapy. Monitors pediatric patients to assure doses are within acceptable ranges based on body weight and/or age of patient. Monitors geriatric patients to assure doses and drugs are appropriate for the patient based on the age and disease state of the patient.

QUALIFICATIONS, KNOWLEDGE AND ABILITIES REQUIRED BY THE POSITION:

  • Must be a graduate of an accredited school of Pharmacy and licensed by a state board of pharmacy.
  • Must have a working knowledge of Federal laws and regulations regarding controlled substances.
  • Must also have knowledge of Pharmacy accreditation standards and requirements for ambulatory health care organizations. In addition, must have the ability to communicate effectively with patients, families, doctors and coworkers.
  • Must also have the ability to manage time effectively.
As required by PL 93-638, absolute preference will be given to qualified Navajo applicants. If there are no qualified Navajo applicants, preference will be given to qualified Indian applicants.
